Cannabis Prevention Grant -FY27

The Wicomico County Health Department (WiCHD) is accepting proposal for Evaluators to provide services for our Cannabis Prevention Grant. The Evaluators will need to be able to assist in the following areas: 

Eligibility

Any community-based organizations, churches, and non-profit organizations are encouraged to apply for this funding.

Scope of Work

The Evaluators will need to be able to explain how they can assist in the following areas: 

• Analyze data gathered through environmental scans, surveys and focus groups. 
• Assist WiCHD in the approval process for research activities through the Maryland Department of Health Institutional Review Board.
• Attend pertinent training provided by the Maryland Department of Health’s Cannabis Prevention and Controls grant throughout the year.
• Assist WiCHD and Drug Free Wicomico in updating the strategic plan based on guidance from and approval by the Maryland Department of Health’s Cannabis Prevention and Controls grant.
• Assist with required semi-annual reports. 

Funds

This award is for $7,000.

Timeline

Deadline for submitted proposals: Wednesday, November 11, 2026

Tentative award date: Friday, November 13, 2026

Contract term: November 20, 2026-June 30, 2027

Proposal Guidelines and Format

All proposals must be typed in 12 fonts with 1” margins and including the following:

1. Cover Sheet (Attachment 1)

1. Proposal: Describe in no more than one page any experience your organization has in doing outreach to the community to provide education. Include pertinent information such as who the intended audience was, how the educational materials were distributed, what the educational topic was, and how many people were reached. 

Proposals must be mailed or hand delivered to Hope Balam, Wicomico County Health Department, 108 E. Main Street, Salisbury, Maryland 21801 prior to the deadline.  PROPOSALS RECEIVED AFTGER THE DEADLINE OR NOT FOLLOWING THE GUIDELINES WILL NOT BE CONSIDERED.  No electronic or facsimile proposals will be accepted.

Proposal Evaluation

The Evaluation Committee will evaluate proposals using the following criteria:

(90 points) Proposal clearly addressed scope of work.

(10 points) Cover sheet signed and complete with no missing information and follows required format stated in this document.
